Abuse case opened against head of Constitutional Court of Armenia

The Investigative Committee of Armenia reported that it had opened a criminal case against the chairman of the Constitutional Court of the country Hrayr Tovmasyan.

According to the investigation, while Tovmasyan was the head of the Ministry of Justice, he abused his official powers and acquired a building in the centre of Yerevan at the tenders announced by the mayor’s office. His case was transferred to the Special Investigation Service.

On October 28, the National Security Service of Armenia reported that it revealed cases of abuse and assistance in abuse of office by senior officials of the Ministry of Justice in the period from 2011 to 2015.

According to this special service, the government allowed the developer to strengthen the foundation of the state building in the centre of Yerevan, to complete three floors, to repair the Abovyan penitentiary institution and the school for $ 1.8 million.

“In return for the company in the form of ownership, they promised 925 and 821 square meters of territory in the same state-building in the centre of Yerevan. In the process, a number of officials of the Ministry of Justice drafted and approved fictitious documents on the completion of construction, which became the basis for the alienation of these company territories. In addition, the director of the company was asked to supply building materials for the repair of the house of a senior official of the Ministry of Justice. Armenian authorities are seeking the resignation of Tovmasyan.

Earlier, SNB investigators came to the house of the father of the chairman of the Constitutional Court and asked when and by what means the roof of the building was built. The father and daughters of Tovmasyan were then summoned to the SNB for questioning; the father and daughters of the chairman of the Constitutional Court were called.

The Special Investigation Service reported that there is evidence that in March 2018, “in the process of Gagik Harutyunyan’s resignation of the chairman of the Constitutional Court, officials, based on group interests, personally and also through non-officials committed official forgery” to appoint Hrayr Tovmasyan to the post of head of the Constitutional Court.
