Chinese conspiracy to defame U.S. congress exposed

Five persons working for the Chinese secret police plotted to track and harass a US war veteran running for Congress, as well as spy on an artist, according to newly released information.

It is the first time in American history, they claim, that a federal election campaign has been damaged in this manner.

According to the Department of Justice, the offenders went to “outrageous and dangerous” lengths to accomplish so.

Three of the defendants have been apprehended, but two remain on the loose.

They are accused of using “transnational repression schemes” to harass American citizens whose political ideas and behaviors were “disfavored by the People’s Republic of China (PRC) government,” according to court documents.

The co-conspirators reportedly attempted to “interfere with federal elections” by arranging a campaign to damage the US congressional candidate of a military veteran who was previously a leader of the 1989 pro-democracy rallies in Beijing.

They allegedly installed spy equipment in the artist’s workplace and the vehicle in another effort to harm the work of a Chinese artist living in Los Angeles who had been critical of his home government.

Fan “Frank” Liu, Matthew Ziburis, and Shujun Wang were all detained earlier this week in the Eastern District of New York.

Qiang “Jason” Sun and Qiming Lin, two more suspects, are still on the loose.

The conspiracies involved operations to “silence, harass, discredit, and spy” on US individuals for “simply exercising their freedom of speech,” according to Breon Peace, US attorney for the Eastern District of New York.

He said: “The United States will not tolerate blatantly illegal actions that target US residents, on US soil, and undermine our treasured American values and rights.”

According to the charges made public on Wednesday, Mr Lin hired a private investigator in New York to disrupt the Brooklyn man’s congressional campaign, including “physically attacking” him.

The individual had fled to America, became a citizen, and served in the US military after being a student leader of pro-democracy demonstrations at Tiananmen Square in 1989.

In November 2022, he announced his desire to compete for a US House of Representatives seat on Long Island.

The lawsuit, according to Matthew Olsen, an assistant attorney general for the Justice Department, represented “a conspiracy to derail the congressional candidacy of an American citizen” and cautioned that it, like the others revealed today, was an example of “alarming rise in trans-national repression… authoritarian states around the world feel emboldened to reach beyond their borders to intimidate or exact reprisals against individuals who dare to speak out against oppression and corruption”.

Mr Liu, 62, of Long Island, New York, and Mr Ziburis, 49, of Oyster Bay, New York, are accused of conspiring to serve as PRC government agents, interstate harassment, and the illegal use of a form of identity.

Mr Liu, the president of a New York-based media company, and Mr Sun are accused of conspiring to bribe a federal official in order to get the tax returns of a pro-democracy activist living in the United States.

Mr Lin, 59, of the People’s Republic of China, is accused of conspiring and attempting to utilize a means of identification, as well as conspiracy to commit interstate harassment.

Mr Lin is said to work for China’s Ministry of State Security (MSS), which is the country’s intelligence and secret police agency.
