Tax deduction for donations, public establishment to steer the work, relaxation of urban planning rules to go faster: the deputies adopted Thursday in committee the bill for the reconstruction of Notre-Dame. There are still disagreements.

The fire on April 15 of this masterpiece of Gothic art has aroused a deep emotion in France and around the world with an unprecedented collection of donations for the reconstruction of the building. The frame and the spire signed Viollet-le-Duc were completely destroyed.

Specific tax scheme

To meet this challenge, both technical, architectural and financial that President Emmanuel Macron wanted to see happen in five years, the state has started this bill. The text will be discussed at the meeting on 10 May by the Assembly.

Among its main provisions, the text introduces a specific tax scheme that grants a tax reduction of 75% within the limit of 1000 euros for individual donors. It provides for the creation by order of a public institution responsible for managing the funds raised.

Finally, it introduces a regime derogatory to the rules of urban planning and environmental protection to accelerate the work. To date, the pledges of donations exceed 800 million euros, according to the explanatory memorandum of the bill.

Controversies

Friday, the “Heritage Foundation”, one of three foundations to collect donations, as well as the Treasury and the Center of National Monuments, reported having collected 22 million euros of individuals (some 25 million francs) and 160 millions of euros of pledges.

To cut short the controversy over the use of funds, the Minister of Culture Franck Riester said in the Parisian that “all the money donations” will go to Notre Dame.
