Iran to embark on the fourth phase of reduction of commitments under the JCPOA

Iranian President Hassan Rouhani said on Tuesday that the Iranian authorities will begin the fourth phase of reducing their obligations under the Joint Comprehensive Plan of Action (JCPOA) from November 6.

During the speech, which was broadcast on Press TV, Rouhani stressed that such steps by Tehran are reversible.

He also specified that as part of the fourth phase, Iran would begin supplying gas to 1,044 centrifuges at the Fordo nuclear facility. The president also defended Iran’s right to produce any type of centrifuge.

Earlier, the official representative of the Ministry of Foreign Affairs of the Islamic Republic, Abbas Mousavi told reporters that the efforts to fulfil his part of the obligations on the part of the European participants of the JCPOA, primarily France, did not bring tangible results.

The fate of the JCPOA

The JCPOA was approved by Iran and the Six International Mediators (five permanent members of the UN Security Council and Germany) in July 2015.

On May 8, 2018, the United States withdrew from the transaction and resumed anti-Iranian sanctions, including oil and financial ones.

A year later, on May 8, 2019, Iran announced a phased reduction of its obligations until the European parties to the deal secure Iran’s economic interests under US sanctions.

First of all, Tehran insists on allowing it to continue to export oil and receive revenue. The French president was actively trying to negotiate with the United States to ease sanctions on Iran, including a loan of $ 15 billion to Tehran for Iranian oil purchases in exchange for the full restoration by the Islamic Republic of its obligations under the nuclear deal. However, the United States rejected these proposals.

To date, Iran has reduced its obligations three times, giving Europeans 60 days to comply with their obligations. The last, third stage was undertaken by Iran in early September.

According to Iranian media, the fourth stage is likely to include reducing the access of IAEA inspectors to the republic’s nuclear facilities. It is possible that the upcoming stage may be the penultimate one on the path to Iran’s complete closure of compliance with the nuclear deal.
